I need to import data from an as400 database, what is the best way to do

You have to install the ODBC drivers (provided with the iSeries Access) or
install DB2 connect provided by IBM.
Then, create the ODBC System DSN to AS400. After that, use the DTS to
transfer the data.

On the machine you will use for this, set up Client Access Express and
an ODBC connection to your DB2 database. This does not interfere with
the server in any way.
Then, in DTS, use a general ODBC connection (globe and sheet icon) that
references the ODBC you just created.
I do this sort of work constantly, as part of our company uses AS400
based ERP and another part uses SQL Server based ERP (sigh). If you need
